SENEGAL: Senegal is launching its fourth public bond issue on the UMOA Regional Financial Market to raise 400 billion CFA francs.

  • SENEGAL: Senegal is launching its fourth public bond issue on the UMOA Regional Financial Market to raise 400 billion CFA francs.

Finance Gestion et Intermédiation (FGI), in its capacity as Co-Arranger, Co-Lead Manager, is pleased to announce the official launch of the Senegalese Government’s public offering of bonds (APE), known as ‘EOS No. 4 2025’, on the UEMOA Regional Financial Market on Tuesday 2 December 2025. The issue has a total value of 400 billion CFA francs, divided into four bond tranches, the main characteristics of which are as follows:

  • TRANCHE A: 85 billion CFA francs with a 3-year maturity, at a unit price of 10,000 CFA francs, carrying an annual interest rate of 6.40%, to be repaid by final amortisation with interest paid half-yearly.
  • TRANCHE B: 125 billion CFA francs with a 5-year maturity at a unit price of 10,000 CFA francs, carrying an annual interest rate of 6.60%, repayable by equal half-yearly instalments after a one-year grace period.
  • TRANCHE C: 105 billion CFA francs with a 7-year maturity at a unit price of 10,000 CFA francs, carrying an annual interest rate of 6.75%, repayable by equal half-yearly instalments after a two-year grace period.
  • TRANCHE D: 85 billion CFA francs with a 10-year maturity, at a unit price of 10,000 CFA francs, carrying an annual interest rate of 6.95%, repayable by equal half-yearly instalments following a two-year grace period.

This offering, for which the subscription period runs from 2 to 22 December 2025, is open to all investors, whether or not they are resident in the UEMOA region.
