  • SENEGAL: SENEGAL HAS FORMALLY ESTABLISHED THE GENERAL DIRECTORATE OF FINANCING AND DEBT TO OPTIMISE ITS DEBT POLICY AND PRESENCE ON FINANCIAL MARKETS

In a strategic move aimed at optimising its debt policy and presence on the financial markets, Senegal has formally established a new sovereign entity: the General Directorate of Financing and Debt. To lead this new architecture, the authorities called upon a well-known figure in the regional and international financial market: Babacar Touré, previously Chief Executive Officer of Africa Bank Senegal.

This institutional reform signals a clear intent to centralise and energise the management of public financing. The newly unveiled organisational chart is built upon a team combining technical market expertise with the rigour of public administration. Babacar TOURÉ, a specialist in Banking, Finance and Risk Management, takes the helm of this new entity as Director General of Financing and Debt. He will be supported by Amadou SOW, Principal Inspector of the Treasury, appointed Deputy Director General. Process security will be ensured by Balla NIASS, an Economics Planner, appointed Director of Audit and Internal Control. Finally, the strategic operational arm is entrusted to Alioune DIOUF, Principal Inspector of the Treasury, who becomes Director of Capital Markets.
